Software suggestions

Hi,

Asking for some help. My client needs topo-geodetic base plan and a 3D model, where terrain is in xml and all other elements (power lines, underground cables, street light poles, traffic signs, culverts, trees, houses, etc.) in IFC format. Any suggestions, which software to use? I’m familiar with making base plans and exporting surface to LandXML, so no help needed with this part.
