Mirbek, May be you can upload IFC4x3_RC1.ifcdoc and additional files to google drive?
My understanding is that .ifcdoc files are no longer used. According to this github thread, they are stored using C# code now. In order to view and edit documentation, one should use the “Open Folder” feature or directly load built dll files. And this folder contains the IFC schema, organized by major release.
While there are still a few minor loose ends, eventually (before end of March) there will be no more need for .ifcdoc files.
