Water elements are included in Pset_WaterStratumCommon
Weather elements may need time series to represent them. See IfcTimeSeries
Sustainability elements are under discussion in the Sustaiunability Strategic Group, but properties should be defined with a description. Please consider amplifying these requests as these Ratings may be country/region or approval-scheme specific.

@nn1 Do you recommend that such extensions be proposed as Property Sets rather than as attributes? The former is extending the content, the latter is changing the IFC scheme.

Unless there is any particular added value of attributes I believe properties are the way to go here. Also easier to map to from software and to visualise/extract in downstream tools.

They should definitely be Properties in PropertySets.
PropertySets need a name and description, and the kinds of entities they are applicable to.
Properties need a name and a description, and a data-type/measure.
