Missing applicable entity for some psets

Some psets listed in the pset definitions do not have an applicable entity.

This is not illegal, but seems incorrect.

Who is responsible for fixing this?

It seems that those first three psets are reserved for the future, maybe IFC4x3 because mainly are related to infrastructure and also “assembly and multi-part design” which currently have not supported completely
