I think you have some really relevant points @Moult. The current definition of a building storey is way to theoretical for real life situations. Both in normal residential and commercial situations I often comes across situations where the building have several sets of storeys that are added later or built in a scissored way due to landscape issues.
To allow for different definitions of storeys in these situations would be helpful.
