Some psets listed in the [pset definitions](https://standards.buildingsmart.org/IFC/DEV/IFC4_2/FINAL/HTML/annex/annex-a/general-usage/IFC4x2.ifc) do not have an applicable entity.

This is not illegal, but seems incorrect.

```auto
Pset_CivilElementCommon
Pset_ElementAssemblyCommon
Pset_SpatialZoneCommon
Pset_ElectricFlowStorageDevicePHistory
```

Who is responsible for fixing this?

It seems that those first three `psets` are reserved for the future, maybe IFC4x3 because mainly are related to infrastructure and also “assembly and multi-part design” which currently have not supported completely
